Due to the concerns with the current Coronavirus (COVID-19) situation, and while the Municipal Building is being closed to the Public, we are asking that residents refrain from coming in to the Clerk’s Office.  Our office will be staffed and we will continue to be available by phone, email or fax to answer any questions or concerns.


Yearly Parking Permit Applications should all be sent through the mail and will continue to be processed daily.

Daily Parking Permit Requests can also be processed through the mail.  In order to do so please enclose the following:

Photocopy of Driver's License (reflecting your Manalapan address)
$5.00 (check or cash)
Self-addressed stamped envelope


Waiting List Requests can be taken over the phone or by email.  Please include name, address, phone number and the lot requested. (only permissible to choose one (1) lot)


Any applications for licensing (Peddlers, Limousine, Precious Gems & Metals) can now be accessed on our Township Website under the “Residents” tab on the front page. Just look for “Applications” under the drop down menu.

Listed also in the same spot is the link for Legalized Games of Chance, to access the application for Bingos and Raffles.  Please note:  we require four (4) originals of this application and there is a 90 day turnover time for same so be mindful of event date prior to submission. 


As of now we will be accepting Petitions for County Committee and Municipal Offices via mail and as of today we are not yet sure if the petition filing deadline of March 30 will be postponed.


In addition to accepting hand delivery of candidate and delegate petitions that are due by 4:00 p.m. on March 30, 2020, the Secretary of State, county clerks, and municipal clerks shall allow for these candidate and delegate petitions to be submitted electronically.


The Secretary of State, county clerks, and municipal clerks shall also accept petitions with signatures collected via an online form created by the Secretary of State, which shall be available for use by Thursday, March 19, 2020. Following the availability of the online form, the Secretary of State, county clerks, and municipal clerks shall require that signatures be gathered via the online form. Hand signatures obtained prior to the effective date of this Executive Order shall also be accepted.


The online form shall be provided to county clerks and municipal clerks as a means of accepting petitions that are due to them by 4:00 p.m. on March 30, 2020.


The verification requirements of N.J.S.A. 19:23-11, insofar as they are not included on the online form created by the Secretary of State, shall be suspended for petitions due by 4:00 p.m. on March 30, 2020.

The Office of the Municipal Clerk is the custodian of the official records of the Township. This position is one of four that is statutory for local government. The responsibilities of the office of the Municipal Clerk vary throughout the State of NJ because in many municipalities the duties depend upon the number of employees/departments or the type or form of government within the municipality. Some of the primary responsibilities of the position that do not vary from municipality to municipality are:

Article I.  Commuter Parking Areas (Pay-Per-Year)     

Annual Permits Available to Manalapan Township Residents Only

(Pro-rated for permits issued throughout the year)

Parking by Permit only, Monday through Friday


Residents of the Township of Manalapan and qualified residents of the Township of Marlboro shall be provided permits as hereinafter set forth, but no permits shall be issued to any parking facility that has been determined by the Township to be filled to capacity. The issuance of a permit does not guarantee the availability of a parking space in the municipal parking facility.

In order to obtain a commuter parking permit in Manalapan a valid New Jersey drivers license reflecting your Manalapan/Marlboro address is required as proof of residency.

Annual Commuter Parking Lots that require an annual permit include:

Franklin Lane Lot                   This is a LARGE lot that runs parallel with Route 9N and is                                                         in the vicinity of Gordons Corner Road and Route 9                                                                     Intersection located on Franklin Lane behind (Bagel World)                                   

                                                          Reciprocal Agreement with Marlboro Township allows 100 commuter parking spaces for Marlboro Residents.

Should a resident of Manalapan desire to obtain a permit in the Marlboro Township lot located on Union Hill Road, please call the Marlboro Municipal Clerk at (732) 536-0200 to have your name put on a waiting list.

Symmes Drive Lot                       Symmes Drive intersects with Route 9S and Ryan Road across from the Epicentre Shopping Mall

Towne Pointe Lot                         This lot is located at the Towne Pointe Shopping Center and is accessible from Tennent Road or Route 9S

Craig Road Lot                              This is the REAR blue striped lot located behind the Bed Bath and Beyond Building at the Vornado Shopping Center (Best Buy) (Route 9 and Craig Road)

Monmouth Heights Lot               Entrance is on Ryan Road intersecting with Route 9S and Symmes Drive)

Daily Parking Permit Hangtag is required to park in a designated area at these two lots.

A valid New Jersey driver’s license reflecting your Manalapan address is required; or a municipal tax bill for residential property in the Township of Manalapan shall be acceptable proof of residency.

                                                    This is the FRONT blue striped lot located near the Wells Fargo Bank running along the perimeter of Route 9S.

                                            This is on a first come-first served basis and no fee is charged.
